Purpose                                     

The Senior Regulatory Transformation Manager will have responsibility for leading the Retail Regulatory Transformation program within Pacific Blue. This role is responsible for uplifting all aspects of compliance across the Retail business, from leading compliance investigations, to forming regulatory responses all the way to root-cause fixes and control & QA framework deployment. In order to ensure the Retail business unit is fully compliant with all relevant obligations and legislation. There is a strong stakeholder management aspect to the role as they are expected to work closely with Executives and Senior Managers to highlights risks and offer forward solution options that reduces process gaps and strives to automate compliance. The role is also responsible for providing expert guidance on compliance risk identification, control design and implementation, and remediation. With a focus on compliance prevention and detection and capability uplift, the role ensures compliance is proactively managed and integrated into everyday operations.

Key Duties and Responsibilities

The role has accountability for: 

  • Uplifting all aspects of compliance across the Retail business.
  • Leading the Retail business regulatory responses, ensuring investigations are comprehensive and run efficiently.
  • Being the focal point for Line 1 Retail compliance during the compliance uplift period. Ensuring alignment with Line 2 Compliance teams. 

 

This role is responsible for: 

  • Leading internally and externally driven compliance investigations by defining the scope of the investigation and working with internal teams to gather data in a timely manner.
  • Forming fact-based regulatory responses based on the completed investigations and working with internal Legal & Compliance teams to ensure external responses are comprehensive.
  • Taking findings from these investigations and strengthening processes through automation, training and process enhancements.
  • Building and implementing a Line 1 QA Framework, including implementing feedback mechanisms and a mechanism for tracking improvements over time.
  • Building a team that can efficiently assure and uplift compliance across the Retail business.
  • Being the central point of contact for internal Retail teams on compliance matters and the focal point for the Legal & Compliance teams.
  • Proactively identify risks and potential roadblocks, helping us reach compliance goals in a harmonious way.
  • Ensure effective controls are designed, implemented and tested to support ongoing compliance and comply with Pacific Blue risk appetite limits.
  • Build strong relationships with sponsors and stakeholders, influence decision-making, and keep the business aligned and informed through tailored change and communications plans, ensuring stable BAU operations are maintained.
  • Encourage there is compliance awareness and a compliance culture across Retail.
  • Support new regulatory changes.
  • Review compliance performance reports, incident and breach reporting and testing results with Retail Business Unit leaders and develop plans to address key issues and trends.
  • Support Retail Business Unit teams in understanding and maintaining compliance obligations, ensure well defined and effective controls are in place and process maps are maintained and updated.

Knowledge, experience (including qualification) and skill

Knowledge and experience:   

  • 5+ years in a Line 1 compliance, regulatory, legal or retail energy operations role in the energy sector.
  • Strong understanding of the Energy sector and regulatory environment is essential.
  • Experience in leading operational process management and improvement.
  • Experience in uplifting compliance through QA and working with external parties.
  • Experience in responding to regulators and other Government departments on matters of compliance.
  • Experience leading senior business leaders to achieve compliance outcomes.
  • Able to efficiently diagnose issues and recommend effective actions to rectify.
